SUMMARY:Cloture de l'appel à projet franco-tunisien du MAEDI
DESCRIPTION:La Tunisie\, engagée dans un processus d’affermissement de la démocratie\, compte sur ses partenaires pour l’aider\, et en particulier sur la France. Le premier de ses défis majeurs est celui de sa décentralisation. \n \nLe processus de mise en œuvre de la décentralisation a pour objectif la concrétisation progressive des principes définis dans la nouvelle constitution tunisienne du 27 janvier 2014\, notamment en ce qui concerne : \n\nLe renforcement et le redéploiement des ressources humaines mises à la disposition des collectivités locales ;\nL’adéquation entre ressources et prérogatives des collectivités locales et la révision des finances locales ;\nLa communalisation progressive du territoire ;\nLe transfert des compétences entre catégories de collectivités locales.\n\nPour les y aider\, le ministère des Affaires étrangères et du développement international\, en concertation avec les collectivités territoriales françaises\, l’Ambassade de France en Tunisie\, le Ministère des Affaires locales tunisien et la Direction générale des collectivités locales tunisienne\, a décidé de lancer un fonds d’appui spécifique à la coopération décentralisée franco-tunisienne afin de renforcer les capacités de gouvernance territoriale et l’appui aux formations nécessaires pour l’amélioration de l’encadrement des collectivités tunisiennes.. \nLes domaines choisis pour cet appel à projets tiennent compte des priorités qui sont ressorties de cette concertation.

SUMMARY:Webinaire concernant l'évolution de la coopération décentralisée - OCDE/UE
DESCRIPTION:Le 30 mars\, de 14h30 à 16h se tiendra un webinaire interactif de consultation dans le cadre du projet de l’UE et de l’OCDE concernant l’analyse des tendances récentes de la coopération décentralisée dans les pays de l’Union européenne. Les inscriptions sont possibles jusqu’au 23 mars à cette adresse.\nLe Webinaire interactif se aura pour objectifs de traiter les points suivants : \n\n\nPrésentation du but\, du champ\, de la méthodologie et du calendrier du projet aux acteurs locaux\, nationaux et internationaux de la coopération.\n\n\nCartographie des efforts récents de capitalisation de la coopération par les acteurs locaux des différents pays d’Europe.\n\n\nIdentification d’initiatives apparentées qui pourraient contribuer au projet par les gouvernements et groupes intéressés.\n\n\nRecherche d’orientations concernant les bonnes pratiques et les obstacles à éviter afin de diagnostiquer les 4-5 études de cas en conséquence\n\n\nLes informations complètes en anglais sont disponibles ci-dessous : \nStakeholder Consultation Webinar as part of the ongoing OECD/EU Project to “Review recent trends in decentralised co-operation in EU countries”.  The webinar will take place on 30 March 2017 from 14:30 to 16:00. If you can join\, please register here by 23 March 2017\, to receive the technical information to log in. \n The Webinar will be interactive and has the following objectives : \n\nPresent the objective\, scope\, methodology and timeline of the project to key local\, national and international actors on decentralised co-operation\nMap current or recent efforts to take stock of decentralised co-operation in different EU countries\, regions or cities\nIdentify related initiatives from stakeholder groups or governments\, which could contribute to the project\, and vice-versa\nSeek guidance on best practices and pitfalls to avoid\, in order to identify the 4-5 case studies accordingly\n\nTime has come to take stock of decades of DC so as to track related financial flows\, to learn from what has worked or not\, and to suggest ways forward to guide the action of donors\, governments and stakeholders in a shared responsibility. The momentum is particularly opportune at a time when the post- crisis fiscal pressure on local and regional governments is severe in many EU countries\, which are required to do more and better with less. There is also a window of opportunity to understand how DC can help localise global commitments such as the 2030 Agenda for Sustainable Development\, the Paris Climate Agreement\, and Habitat III’s New Urban Agenda. \nThe project started in January and will be carried out throughout the year 2017. It aims to analyse recent trends and evolutions in decentralised co-operation in order to understand emerging paradigms\, including in terms of sector and country priorities\, and to suggest guidelines/policy recommendations for effective multi-level governance of decentralised co-operation to guide the public action of central\, regional and local governments as well as non-governmental stakeholders. The project relies on three OECD Surveys (to DAC-EU Donors\, to selected Recipient Countries\, and to Case Study Promoters)\, 4/5 case studies at sub-national level\, and three interim workshops (May\, July\, October) to discuss findings with stakeholders. Preliminary results will be disclosed at the 5th Assises of Decentralised Co-operation to be held in Brussels on 10-11 July 2017. The project will conclude with an official OECD Publication to be released early 2018\, as well as an online database.
